143 With reference to Mr. Stephen's Letter of the 30th ultimo, I am directed by the Earl of Aberdeen to transmit to you, for the information of Lord Stanley, a Copy of a Despatch which Lord Aberdeen has addressed to Mr. Davis, transmitting him the Order in Council respecting Consular Jurisdiction in China.

Lord Stanley will perceive that Mr. Davis has been instructed as to the payment of the expenses which may be incurred by the Chief Justice of Hong Kong.
